How would you describe this? I was reading the rules for AKC, and I think it is not so much how many, but the conditions the dogs live in. Dogs are considered livestock by law, so if the place is producing a lot, but the dogs are clean, and have clean water and areas, there isn't much you can do really.
If they are abusing the animals, either the conditions or whatever, call the animal control, or the police, or both.
