It is not uncommon for a BSD to miss one PM1. This is even tolerated in the standard. I always had the experience that by the age of 6 months all the adult teeth should be present.

If you want to make sure you can take X-rays. Sometimes the P-1 stays just below the surface and can be helped by making a incision in the gums. Ask your veterinarion if he/she can help. Lots of times the P-1 is just not there.
Is it only one PM1 and which CAC do you mean (beauty or work)? I do not know where you live but in Belgium it is allowed. PM1's missing is not considered a fault unless 3 or 4 PM1s are missing. You can obtain a show CAC with 1 PM1 missing.

The PM1 is the first permanent tooth to come after the insicives. I would say that it wont come this late. The FCI-standard allowes a missing PM1. A judge who knows the standard will not penalise the dog because of that. Good luck in the future. Carin
