From the top picture I would say Terv, the bottom pictures don't provide any additional information.
Phenotype wise the only reason to call a dog a Terv is when then neck hair is more than 5 cm long, below 5cm it is a short hair dog or Mali.
Genotype wise you are correct, 2 long haired dogs should never produce a short haired dog.
